The United States’ Customs and Border Protection attests that everyone traveling across the border must have a passport. This includes children of any age.

For other countries, a child’s birth certificate suffices — most of the time.
But if you want your inter-country trip to go off without a hitch, it’s important to have both the child’s birth certificate, as well as a notarized minor travel consent form. A New York State apostille can help get the form notarized.
